Brussels, Belgium. On Tuesday, March 31, 2009, Former Prime Minister Campbell delivered the speech “Does National Governance Matter? The Role and Relevance of the State in a Globalized World” at the Bertelsmann Foundation’s presentation of the first edition of their "Sustainable Governance Indicators" (SGI). Their foundation developed the SGI as an OECD complementary to the Bertelsmann Transformation Index focusing on the reform requirements and capabilities of consolidated democracies.

The Sustainable Governance Indicators (SGI) analyzes and compares the need for reform in OECD member countries, as well as their ability to respond to current social and political challenges. The project is designed to create a comprehensive data pool on government-related activities in the world's developed, free-market democracies. In addition, it uses international comparisons to provide evidence-based input for reform-related public discourse taking place in these countries.
